Hey there everyone. I've searched this problem through the forum, but I wasn't able to find a topic that had a similar problem to my issue.
Bootmgr Missing Windows Xp
I'm trying to repair my cousin's laptop, it's an old Dell Latitude D600. It had been exposed to a large number of viruses and the only real choice was to wipe the hard drive. Prior to wiping, the CD drive was not working, and attempts to reinstall the driver were met with a lack of success (the installer froze).
I used Hiren's Boot CD on a bootable USB (Created with the UNetBootin' program) and did a nuke of the hard drive. After it finished, I created a bootable USB with TinyXP on it. When I enter the boot menu and select the USB, it gave me the BOOTMGR not installed error. I created another bootable USB with a different version of Windows, same error. I even tried to create a bootable copy of a student edition of XP (genuine). Still the BOOTMGR error.
EDIT: The CD drive still is not working. It is recognized by the system, but it won't even try to read a disk or open when the button is pressed. I have to open it manually.
Any suggestions for what I can do?

Either my hard drive is lacking a BOOTMGR or the BOOTMGR for the hard drive is missing, because nothing will boot from the USB. The harddrive is clean. Not the multiple images of Windows XP I have or Hiren's BOOT CD (While booting from a USB drive).
Any tips how to fix it?
Probably need this to prepare HD with DiskPart and Dos.

Don't know what you used to wipe your hdd but after you wiped your hdd did you create a partition & format it?

@GermX: I used Hiren's BOOT CD. Used the BOOT and NUKE program, with no partitions formed.
I'm beginning to suspect (I've read this in a few other forums) that Dell has the MBR (master boot record) in a partition on the hard drive. It's possible the wipe cleared that, if so, from everything I hear, the only way to replace the MBR is to have Dell do it. It's a Dell Latitude D600 laptop.
If you boot with the Hirens disk can you see your 'C' drive?

After the Wipe as Gx said above, you need to use DiskPart to make a partition and then format the HD.

You can use this free program to setup the HD geometry.

Lemme make clear what I'm trying to do.
I don't need partitions. The HDD has already been wiped. I just want to install Windows XP and get this thing back up and running as soon as possible.
And @Germ, I cannot boot from anything I boot on USB. The install is fine (My laptop will boot from it). However, the problem laptop will not.

Medic, Take a few minutes and read the tutorial on Boot-n-Nuke. When you wipe a drive using that it leaves Nothing, Nada. No partition, nothing. You have to put a brain back in your hdd. Did you use Boot-n-Nuke on your laptop or just a plain format and reinstall?? Makes a big difference on how you prepare your hdd.
@Germ-X: It's been nuked. I'm saying there is nothing there. No partition. I'm asking how I can install a copy of XP onto this laptop with no working CD Drive. I was able to boot a USB that had BartPE on it, I'm currently trying to get an install of XP set up that way.
I apologize for being so short, this is frustrating the heck out of me.
@Rick. I tried the first recommendation you gave me. The problem is, my flash drive is 8GB. PeToUSB won't recognize over 2GB (according to what I've read on other forums). Everytime I go to run it, as it starts to format, it gets to 50% then gives me an 'FormatEx Error[11]: An Error Occurred Formating the Drive'. So, I formatted it through MyComputer (Right-click, format, quick format, etc). It seems to be the size of the flash drive is causing the majority of the problems.
When I actually run the program, it's giving me an error about being unable to load the Virtual Disk Driver, then provides a link that's dead. (http://chitchat.at.infoseek.co.jp/vmware) 'FAILED TO LOAD VIRTUAL DISK DRIVER' is the error it gives. Then lists 'Virtual Disk Driver for Windows version 3.1' Also says 'The Virtual Disk Driver is not running'.
You do realise that both Hiren's Boot CD and TinyXP are illegal ? Use a legal XP installation disk. You can borrow one, as long as it is the same version that was originally installed on the machine.
@LH, I'm aware, but considering this is for personal use, I'm not extremely concerned about it.
As for a legal XP installation disk, that does me no good. The CD drive does not work. If it did, I'd pop in an XP CD, quick as a flash. What I'm trying to do now is boot XP from a USB. As I mentioned in my previous post, I'm running into a specific problem with the USB Loader that I feel can be easily fixed, the 'Failed to Load Virtual Disk Driver' error.
